LGBT Foundation statement on the new HIV Action Plan

Published: 1 December 2025 by Matthew Belfield

LGBT Foundation welcomes the HIV Action Plan. We are pleased that gay and bisexual men remain a priority, alongside men who have sex with men – a community we have long supported and recognised as needing targeted interventions.

Prevention is key to achieving zero transmissions by 2030. It is cost-effective, delivers long-term impact, and depends on working together to ensure equitable access and uptake of HIV prevention services. We are committed to playing our part in this effort.

The Action Plan is ambitious, and like any national initiative, it requires sufficient funding and resources to become a reality and safeguard vital, high-demand services such as our sexual health programme.

We welcome conversations with partners and funders and increased funding to make this happen.

“LGBT Foundation welcomes the £170 million investment to deliver on the commitments outlined in the HIV Action Plan. This significant funding represents a crucial step toward achieving the 2030 goal of ending new HIV transmissions and advancing equality for all. We stand ready to work collaboratively with our partners to ensure these commitments translate into meaningful, lasting change.” — Dr Paul Martin OBE, Chief Executive, LGBT Foundation
