Gender-Affirming Care Saves Lives – LGBT Foundation’s Statement on the Levy Review

Published: 18 December 2025 by Matthew Belfield

As the UK’s leading LGBTQ+ health and wellbeing charity, we welcome the Levy Review’s recommendations into the operation and delivery of NHS adult Gender Dysphoria Clinics (GDCs) in England.

The Review highlights longstanding barriers to high-quality, timely gender healthcare, which we know to be lifesaving. We champion fairer, equitable access to gender healthcare services, with shorter waiting times and a consistent, high-standard of care – and we are pleased to see these as key recommendations.

We are encouraged that the Review recognises the value of lived experience-led healthcare. As the proud community partner for Indigo Gender Service, LGBT Foundation sees the benefit of a service developed by and for trans and non-binary people – including higher satisfaction rates when compared to other gender identity clinics, and care that truly meets individual needs.

Everyone across England deserves high-quality, inclusive and respectful care – including trans and non-binary people. We remain committed to working with like-minded organisations and healthcare professionals to turn recommendations into reality – ensuring progress continues in the right direction.

We know that the publication of the Review may create concern for those receiving or seeking gender healthcare services, as there are still questions to be answered about how the recommendations will be fulfilled and what the time frame for this will be.
